Orange County Earns National Recognition for Public Safety Innovation

Goshen, NY – October 16, 2025. Orange County, New York has been nationally recognized by the Center for Digital Government as a 2025 Government Experience Award Winner in the Public Safety category for its Niche Records Management System (NicheRMS) Project.

This prestigious award highlights Orange County’s leadership in modernizing law enforcement technology, improving data sharing, and enhancing community safety through digital innovation. The NicheRMS project integrates multiple public safety agencies into a single, unified records management system, strengthening collaboration amongst county agencies.

In 2021, the District Attorney’s Office was awarded a $1.7 million Discovery Reform Grant from the New York State Division of Criminal Justice Services (DCJS) to strengthen interconnectivity, data sharing, and collaboration among the District Attorney’s Office, Sheriff’s Office, Probation Department, and local Police Departments.

“This grant represents a major step forward in improving communication, transparency, and efficiency within our criminal justice system,” said Orange County District Attorney David Hoovler.

Developed by Niche Technology, NicheRMS replaced an outdated law enforcement system with a modern, integrated platform. The new system eliminates data silos, provides real-time access to critical information, and enhances officer response capabilities.

NicheRMS has been successfully deployed across multiple Orange County law enforcement agencies, including the District Attorney’s Office, City of Middletown, and the Towns of Crawford, Blooming Grove, Montgomery, and Warwick as well as the Villages of Greenwood Lake, Monroe, and Washingtonville.
Additional agencies targeted for upcoming deployment include the Orange County Sheriff’s Office; the Towns of Mount Hope, Newburgh, Tuxedo, Wallkill, and Woodbury; and the Villages of Florida, Goshen, Montgomery, and Walden.

“This system strengthens public safety while offering municipalities a cost-effective way to modernize law enforcement technology,” said Orange County Executive Steven M. Neuhaus.

Through full integration with the County’s 911 Computer-Aided Dispatch (CAD) system, NicheRMS delivers a “Single Pane of Glass” for all law enforcement agencies to access and share vital information, providing tangible benefits to Orange County residents, including:

• Enhanced Crime Prevention – Intelligence sharing helps identify and prevent threats.
• Streamlined Investigations – Centralized data improves case tracking and resolution.
Stronger Community Policing – Officers can better support vulnerable individuals.
• Greater Accountability – Comprehensive audit trails and reports ensure transparency.
